I hit very similar problems last year. Now I might be getting ahead slightly here but what I found is that many of the markets / phrases I was looking at simply were not profitable.
Somebody looking for quotes is well, just looking for quotes. The chances are that they will find the quotes online and then they are done, no need to buy anything. I hit that same problem with all my markets last year.
This year I'm removing myself from my research and just trying to think in terms of profitability.
