I am not a professional, still a beginner.

But my common sense tells me that if you find a good SEOT for a certain phrase match then it will be good. Just make sure that when you check the SEOC you check both broad-match and phrase-match SEOC for that phrase so you know what you are up too.

Also I believe that you can compete on some niches through using Phrase match or Exact match researched keywords and SEOC, Since the broad match often might be too competitive.
