Dont get to bogged down with exact match. People actually enter the exact match phrase ALOT less than you would think.
Goto the google keyword tool and put in your phrase and look at it as broadmatch or phasematch, then look at it as exact match. You will find with many keywords than they number is alot less than you would think.
