Social bookmarking is not about creating backlinks. Google ignores most of the social bookmarking sites these days in terms of backlinks and the few that may appear are usually fleeting. They always were.
The reason Ed calls it an indexing tool, is because Google still indexes the bookmarking sites regularly, so if you bookmark your content the bots will pick up on it a lot quicker than if you just waited for Google to find your site naturally. Hence,
indexing it in the search engines.
