The 30DC method of niche testing involves targeting keywords with an SEOT> 80 visitors a day. That would equate to roughly 190 searches per day, so your 300 per month number is well below that threshold.

It is not uncommon for low volume keywords to show identical results. I suspect that it has to do with some sort of threshold in the algorithm they use to estimate search volume. Don't forget that every number generated by Google is an
estimate derived from a mathematical formula applied to samples of their various databases, and is not some sort of "actual count."
