Where's the hash (#) mark in Twhirl/Twitter

I could not find the # symbol as mentioned in the Using Twhirl part1.pdf. Please let me know I am missing something here!

No seriously, what does this mean: "By using #30dc in your tweet, for example, it will picked up by a whole bunch of other services". I now understood the hash he is talking about is above the number 3 (duh!) but which bunch of services is Ed talking about by using #30dc?
