Day20 Google Adwords confusion

Hello

I am on Day 20 the one to set up Google Adwords. My Ads section is still pending review though in Campaigns section i saw some clicks. What does that mean? I have to wait for approval to continue with the other tasks of the day? I had stopped before the last part of day 20.
